For Generation 7, this is likely because Hawaii is too young a landmass to have proper fossils. Johto might be related to how it's the only time a Pokemon region is known to border another.

Did you know that Sinnoh, technically speaking, is based off areas from two different countries? The Battle Zone is based off the Sakhalin Island, which was Japanese territory but over the early 20th century became part of Russia. And as the Battle Zone is part of the Sinnoh Region, this means Russia has technically been adapted into a Pokemon game, if a small sliver of it. Related to real world inspiration, Northern Ireland is so far the only country in the United Kingdom to not be adapted in Gen 8.
