Is Bulbasaur foreign to Kanto?

I was looking through the list of "catchable" Pokemon in Ranger, and I noticed that all the starter Pokemon are obtainable in-game.
However, in the main Pokemon games, the starter Pokemon are not found in the wild.
This has lead me to the conclusion that Pokemon such as Bulbasaur are not native to Kanto, Johto, Hoenn or even Orre (technically Orre has no native Pokemon species at all), but are in fact introduced species, and are native to the region of Fiore!
(Corphish is also noted in the Pokedex as being foreign to Hoenn, so there is a possibility it too is native to Fiore.)

I'm going to disregard instances of wild starters from the anime and games such as Pokemon Snap, as these have no way of connecting with the Pokemon RPG series (and have inconsistencies with the pkmn RPGs) and should as such not be considered as part of the "real" Pokemon universe, but merely interpretations of the Pokemon canon.

Characters in Fiore, on the other hand can trade the Manafi egg to the Diamond/Pearl region of Shinou, and therefore fit into the "official" Pokemon RPG universe.

Make of it what you will, but if you're interested in the mythology and geography of the Pokemon universe like I am, then this should prove to be an interesting perspective. :)

Hey! Listen!
Hmmmmmmmm... you have some nteresting points there. Yeah, they probably are native to Fiore, as you can't catch them anywhere else.

I think Bulbasaur are native to Fiore and the so-called "Shinou" region, since they can't be caught in Kanto, Johto, or Hoenn. Most likely, Bulbasaur are just introduced Pokémon, or they could just be shipped from another region.

Exactly. Professor Oak is noted as once being a very accomplished trainer, so it's entirely likely he travelled to Fiore at one point during his life, and caught one (or more) Bulbasaur, Charmander and Squirtle.
The same goes for Prof. Elm, Prof. Birch and whoever caught all those Pokemon for Team Cipher.

Yes, Prof. Oak has got all of the starter Pokemon from a different region, where they are catchable. They're not one-of-a-kind, but they're very rare and few trainers have them, because not many trainers can go to foreign lands. However, in FR/LG there were a few trainers that had one of the starters. They, apparently, had been to Fiore to catch them. Oak, he has 1 of each of the starters, he had 1 of each of some other Pokemon but other trainers took them and he was left with the 3 'starters'. They're not exactly starters, they're just normal, catchable in another region, Pokemon.

Well, I guess Orre does have native Pokemon. ;328;
But it has very, very few species.

I thought of starters existing in various places, but being very few and very shy. For example, Typhlosion existing in the areas near Mount Chimney, but mostly in Magam Hideout.

I think Orre does have Native pokemon there

Stay positive
They are extremely rare and live only in protected preserve off the routes where trainers can't enter. Then the League mass breeds them in captivity and distributes them at special facilities where trainers obtain their licenses.

The starters may be foreigners, but why do some trainers in FR/LG have them if only Prof Oak hands them out?

 Wow I have never thought about it. It is quite possible, though I don't think they will ever release a region in which starters from any other game are obtainable in the wild.

I am pointing out thatif Oak DID catch the starters of Kanto, I must point out that he had a Charmeleon in the 4th movie.
He probably recieved that from his predescessor, who imported or bred it to give to beggining trainers.
