-I personally have never seen this resoved, though I can see a few reasons why it might not work-
From my understanding of what tests were done with the Celebi Bonus disk, It could not read the North American Save when used in a FreeLoader.
It makes sense because each file contains a marker to its game, and the bonus disk would be looking for the correct marker (for example GC6E01 is the NA version, while GC6J01 would be the Japanese). So what happens if the file was altered to the other?
Using the USB memory card, Or PSO and BBA, a file could be extracted off the card, and converted to the other region. (I have tested a few Japanese files converted to North American for other games, however I understand that certain games may have an actual problem with it such a Metroid Prime).
In which case I suspect the file has a higher chance of being read;
So does anyone have the resources to test? Or proof that it has been tested before? Or any general Feedback Such as reasons you suspect it will not work?
(I apologize if this breaks any rules, but I really don’t know where else to vent this idea out of my head)
-edit-
or know of a way to obtain the bonus disc so I may attempt it on my own?
Program used for the PSO BBA save extraction...
