In XD, it is impossible to breed, because you can put only one Pokémon in the day care.
If you want to breed someone, you must trade it in GBA versions.

It's Impossible to breed pokemon in XD/Colos so you need to trade one of your pokemon to R/S/E/Fr/Lg to breed pokemon there.

No they aren't egg moves so it isn't possible. The only way you can have a starter with an elemental hyper beam is to use the one that you got from Mt. Battle. The elemental beams are pretty useless anyway.
