If the baby pokemon can learn the tm and the father already has it then yes it'll pass on. If The move is not an egg move or a tm move that the baby can learn BUT the baby itself can learn it at a later level, then BOTH parents MUST know the move at the time of breeding.

Bagon cannot learn EQ in any way, you'll have to evolve it into a Salamence then use a TM if you want EQ on that pokemon.

Right, if you want EQ in it, evolve it, he doesn't bite you. I haven't tried to breed a Salamence with EQ and see if I get a Bagon with that move.
