There is no 51st TM. I'm not sure about the item, but I doubt it.

Jirachi is from the bonus disk only. Getting all 200 pkmn in Emerald (iirc) is one of the Johto starters.

Yes, he's right. In Emerald, you can choose a Johto starter for completing the Hoenn Dex.

For the 51 item? Really fake, I had them all, but nothing happened.

When you catch 200 pokemons, if you beat the E4, you're able to get one of three Johto starters from prof.Birch. To get Jirachi you should have a Colosseum with Bonus Disk.

You can have Pokemon Channel to get Jirachi too...
