is it true that u have to catch the entire shinnoh pokedex including arues and manaphy before u can trade other pkmn from emeral and stuff

No thats not true u just need the national dex, and to get that u only need to see the pokemon not capture them

No, you have to see the 150 pokemon in the sinnoh dex, excluding Manaphy it was said like a post above yours.

Also Shiemi/Darkrai and Aruseus are not in the sinnoh dex and only Weavile is in the sinnoh dex from the old pokemon's evolutions

Anyone can edit it but there are people who's paid job it is to keep it correct AND regular contributors who help. So don't worry.

Not only are you only required to see the 150 Pokémon in the Sinnoh Dex before receiving the National Dex, but you can also see each of these Pokémon used by at least one trainer in Sinnoh (with the sole exceptions of Yuxie, Emrit, Agnome, Dialga, and Palkia). As a result, you technically aren't required to catch anything to complete the Sinnoh Dex, although you are required to face your game's main legendary (which is mandatory anyway), battle each of the legendary trio, and view the picture of the other game's main legendary. If you need help with finding a trainer who uses a particular Pokémon, I can help; being the kooky, overly meticulous person I am, I wrote down a complete list of the games' trainers and their Pokémon. XD I will say in advance, however, that Fuwante - one of the most frequently missed entries - is only used by two trainers in the fifth gym; as a result, if you didn't battle either of them, you must encounter a wild Fuwante instead.

but how do u see diaruga in pearl or the other way round?
An old lady in some town outside a cave shows you a picture of the legendary from the other version, so you see both of them.
