Is more character an inherently good thing?

There seems to have been some controversy on the net about Metroid: Other M's story quality, and some people staunchly defend it on the basis of giving Samus a personality [the "Game Overthinker," look him up] while others point out that it made her weaker as a character than she was as a silent protagonist [Extra Credits on the Escapist. Best gaming web show, hands down]. The controversy also seems to reflect a rather unhealthy "who cares?" stance in the community. Any thoughts?
The main question is, is more personality inherently better?
I personally side with Extra Credits on this one.

Well, in my opinion it's a yes and no answer. Yes, it defines you and can make you that much better then the person next to you. In the case of Samus Aran, it's not a good thing. She's been brought up as a silent protagonist, if you added words to Link from LoZ he loses that feeling of badassery, same with Samus. At the same time some characters need to talk a lot, take CoD for example; Ghost wouldn't be ghost if he didn't talk, same for Roach and Ramirez.
