well use a cheap stradegy on him like Mind Reader+Sheer Cold, Spore + Focus Punch or Sub + F.P
 
That is a strategy. Try practicing against that trainer in the trainer Hill from Pokemon Emerald. He uses that strategy (its just ashame the AI does it all wrong sometimes).

Another gut to try practising on is that gut in Pokemon Collosseum. He has an Electrode and a Misdreavus. The Electrode Explodes and kill 2 Pokes off and avoids Perish Song, and then he switches to Wobbuffet. He has 2 of each, so he does it all twice...

cheating would be using ar to max his pokemons stats; so no he ain't cheating, he has a better strategy

Great Idea: Use that combo againts him, but EV train your pokes in speed, or give them quick claws

or think of a strategy to counter that, like making a team of pokes with Sound Proof?

Well, if you know what he's going to do, try to be even more obnoxious. Or USE THE SAME STRATEGY!!! Ha! That would be really funny. I had to fight this one trainer in XD and she kept blowing up her pokemon. I abused items like there was no tomorrow, but if I hadn't had items, I would have lost. You could try a relentless volley of explosions, like she did. And then a regular attack for the misdreavus. The possibilities are endless if you know what's going to happen.

Umm... Weird question but... Why can't you switch out when he switches his wobuffet out? Can't you switch during the turn that he switches it back in, or does he always get wobbuffet out before you can switch? What determines whoever switches out first anyway?

I think its because when he switches to his wobbufet, his switch comes 1st but when its his turn to switch,he can`t because wobbufet is there already
