It IS an event one, the one from Flower Paradise. But the Oak's Letter has been released only in Platinum Japanese version.
And the Shaymin caught in Platinum have "Flower Paradise, Met in a fateful encounter at Lv. 30." It's so they trigger the Gracidea event and can be transformed.

I cannot believe nobody has told you that this is an event Pokemon that is meant to have those moves. You're late, extremely late. Darkrai has known these moves since 2007 I believe.
No, shiny Pokemon are supposed to have red PokeDex numbers.

A shiny is a shiny regardless if it's an event. A shiny Pokemon is indicated by having a red Pokedex number along with having a red star. A nonshiny Pokemon is indicated by have a black Pokedex number.

I have Shokotan Pichu, they are supposed to be like that.
Also, the ribbon does NOT indicate a hack, no matter what you may hear.
It either says "Proclaims love for Pokemon", or the one you wrote.

It is semi-hacked or semi-legit, which ever way you want to think of it.
Person used AR to hack a Member's Pass, to get to Newmoon Island.
Darkrai was not available on Newmoon Island until late last year.
