It is legit, but it has been touched which is why it is at level 51.

Catching common Pokemon with a Master Ball is suspicious.
No matter how common they are now that cloning and Wi-Fi are so popular, a Cacturne caught in a Master Ball will almost always cause trouble.

Your joking surely? Why would someone catch a common pokemon with a Masterball? If he was lucky enough to have another he would use it on someone like Cresselia, Mespirit or the 3 birds. Before you say he probably has them already there are way more pokemon that should be caught in a MB before Cacturne.
