I dont really understand what you are saying here... IVs do not change over time, so the first time you check them, if they arent 31, they will never be 31. And you cant really calculate IVs without knowing the EVs either... But they both seem legit to me.

i check the IV when they were lvl1, and since the calculator only give acurate reading for Lv 50 and above, the IV weren't the same... any way, all i would like to know is if they are hacked

another question, is it possible for a weavile that i caught me self(with out hacking) to have 31/31/31/31/23/31 for IV

Oh, right. They seem to be Legit ;)
For your second question, yes and no. The IVs are possible but VERY rare, so yes, you can catch a pokemon like that without hacking. But Weavile cannot be caught in the wild =/

It's because you haven't taken into account the EVs. If you clear the EVs and check again, you'll find that the IVs aren't as good as they look now.

As far as I know it's hacked it should have arrived at lv.45 not fateful encounter....
