Hacked, the name should be "ミュウ" and not "ミユウ."

Legit, assuming that the Mew has been trained. I believe it cannot be met at Lv. 28.

No. Even if it was traded it would keep its location. Take Colo and XD as an example. They have to be traded to the GBA but they still keep their location.

Though I won't use Colo and XD Pokemon as an example. Those usually say Distant Land.
