It's definitly hacked. Ice Punch can only be taught through breeding and they only hatch into Pokeballs. Plus, all it's IV's are maxed, which almost never happens.

I think you mean Cross Chop, because Ice Punch can be taught by the tutors in both Emerald and Platinum.

Agreed that it is most definitely hacked though. If it knows Cross Chop, it's got to be in a Pokeball. Also it's location is Kanto, which means it was bred in FR/LG, and it's pretty much impossible to breed a half decent Pokemon on there let alone a perfect one.

Right and wrong.

Ice Punch, as well as any elemental punch, can be taught via Move Tutor.

But the reason it's hacked is because the PIV-ID relationship doesn't compute with all 31s and an Adamant nature.

The fact you put the dex number, instead of the ID no makes me ask, is the nickname the actual nickname of those pokes? or did you just put the species names? Remember, japanese pokes are limited to 5 charactters, regardless if they are in english or japanese.

IDno is the 5 digit number assigned for every trainer.
A pokes nickname is displayed aove the sprite in the summary. The name to the right is the species name.

Right, I forgot to take Platinum into consideration.

well, Zapdos learns Drill Peck at level 49 in FrLg, so that's not really a problem. I don't really see anything wrong with it.

I'm no expert but that sounds ok to me! I'm pretty sure if the Father knew Fire Blast there's a chance the Kids mite learn it as a basic move...

Feel free to correct me if I'm wrong!!

If the lowest stage can learn a move via TM, then it can be bred over like any egg move. An easy way to save TM's.

I know it can't be obtained in Kanto without an action replay or something but if it was traded from R/S/E to Fire Red or Leaf Green then migrated would it say its arrived from Kanto?
