Arcues isn't available in any way, shape, or form, and glitches like the Tweaking can't reach it. At best, they key item was hacked. At worse, it was hacked and made to look good.

You can get Arceus in a Nintendo event.

So, anyway, it might've been the item and not the Pokemon?

actually arceus wont be available from any nintendo event until after the 12th movie has been released at the earliest. until then, any arceus in existence is hacked

Since I have and have used the Celebi bonus disk I'll answer this. It's OT name and ID# are always the same. (just like the Jirachi) The only differance between Celebi and Jirachi is that the Celebi goes into the Colosseum save instead of the R/S save.

As of July this year that would be correct, but right now there is no way to get an Arceus.

does it actually say "citadark isle" in the DS game? if so, lolhax. Lugias from XD have "distant land"

GBA event Pokemon do not rule out shiny as a possiblity, but since they're programmed individually and not distributed via Wondercard, there's no way of telling if shiny of [insert 3rd gen event here] exist without tracking all of them down.

4th gen Wonder Card events can't be shiny unless they're ALWAYS shiny (World Milotic; upcoming Pichu event). Anyone claiming they have a shiny event from a wonder card (TRU/Movie Darkrai/Shaymin/Regigias, TRU/Saikyou Dragonite, etc...) is trading a hack.
