Is Raikou Available?

Hi guys, just wanted to know is Raikou is availabe before I get the Ruby and Sapphire gems to fix Celio's Network Machine?

Im pretty sure Raikou/Entei/Suicune appears as soon as you get the National Pokedex.

Not so. I beat FR a few days ago, caught Entei (Bulba was my starter), and I haven't even challenged the Elite Four a second time.

It's as soon as you get the National Pokedex, presumably.

I Beat It Once, And Got Raikou, So You Just need To Beat The E4 Once.

You just have to beat the Elite 4 once in order for the legendary beast to be released to be caught in the wild.
