Yes it is. After EVs are maxed, rare candies give you the same level-up stats as you would via exp level-up.

Yeah .. it actually saves you a lot of work. Save your Candies for after level 70 or so, then use em to your hearts content so you don't have to do all the work of battling for your later levels.

oh yeah, absoloutely safe, and i'd totally suggest it, since beating the elite four over and over agin to lvl up gets wicked boring.
