I went to the place where the name rater is supposed to be. And he's not there. Someone is in his spot, I looked up videos and everything.

Don't worry, nothings wrong with your game-the name rater just moved position from Black/White to Black/White 2. He's still in Castelia City. Go down the furthest left path and enter the first building on the left and he should be in there. This confused me too. I hope this was helpful!
