Is there any place to get a certificate for pokedex completion in R/S/E?

Also, About how many generations do you think it'd take to breed perfect IV's? I'm thinking around 12-13, but if anyone is currently working on this, what's your progress?

The hotel in Lilycove is where you get the certificate and as for IVs, somebody else will chime in.

for your hoenn dex you have to go to Lilycove City

breeding for perfect IVs is easy. breeding for all perfect IVs is impossible. i have a few 2-3 generation pokes that are triple flawless, but since more than 3 IVs can't be passed down in breeding, the other three stats are still a (1/32)^3 chance of being perfect.
