Yeah .. it's to the left side, right under the Battle Tent and next to the other vendors.
To actually activate the shop, you've got to talk to that one person who looks like he's staring at a tree (you'll know him when you see him) on route something. He'll give you a Secret Power TM and then tell you about the shop.
