Pikachu can be only found on Route 2 in Kanto. Try using a Repel with any Lv 4 Pokemon at the front of your party to keep most of the wild Pokemon away.

If you have a R/B/Y game, an extra system and a link cable, you can also trade one over :/

Pikachu is pretty common on Route 2.

Try using repel like everyone else does.

If you dont want to wait till you can get to Kanto then trade one from RBY.
If your not a fan of having traded pokemon then just breed it with a Ditto (or another Pikachu if you trade 2 over) to get an egg containing a Pichu =)
