is there an easy way to catch feebas ??

Hi i know alot of people is talking about this but ..... please i want an easy way to cach feebas i've never cought one and i realy want to catch it and then evolve it into milotic .

I know i sound silly but i need to know if there is an easy way to catch it ... please help me .
