Yes. I think is Cute Charm, it says: "If a Pokemon makes contact with Jigglypuff, Wigglytuff, Clefairy, Clefable, Skitty and Delcatty, it has a 30% chance of being infatuated(if it is a opposite gender(Male)."

There are.... but it ONLY WORKS IN EMERALD
In emerald each special ability of the pokemon can have an outside effect on what pokemon appear.... but this was not made in with fire red / leaf green

You'll just have to be patient and look harder...

No there not just in Emerald. Illuminate will make wild Pokemon more common, and Stench will make them less common.Staryu,Starmie,Chinchou,Lantern, and Volbeat can have Illuminate. I don't think there are any others but there might be.
EDIT:Illumise actualy gets Oblivious not Illuminate.

This will only increase wild pokemon appearence... it won't make rare Pokemon common...
