yes, Game boy Advance games work on the DS. I've tried it before and it should also say so in the booklet

It doesn't work the other way around, you can't play DS games on your GBA.

The answer to question 2:
No, you cannot play DS games using a Gameboy Advance. A Gameboy Advance does not have 2 screens, true 3D capabilities, a touch screen, or a microphone, therefore rendering the Gameboy Advance unable to play DS games.
