Yes, it's true. If you look at 4th/5th gen sprites of Blaziken (it's easier to see on the 4th gen sprite) you can see that the hair is definitely shorter on the females, although in 3rd gen this didn't show up yet since they didn't put in any gender differences until 4th gen.

That would explain everything. I don't have any of the 4th or 5th Gen games.
