Is This True about Johto starters

i was searching the web for cheats in pokemon leaf green, n i found sum site which said about getting johto starters. is it true. here is wat it siad.

Johto Pokemon
To get your first Pokemon from the Johto Region, defeat the Elite Four. Go to Island 3, then go in the tunnel. Talk to the man and he will give you a Nugget. Go out the door, and there will be a small patch of grass. Walk around in it, and you will find your first Johto Pokemon.;156;

There are only 3 Ways to get the johto starters that does not include AR/GS.
Anyone saying otherwise is lying.
1. All 3 are available on colosseum as snaggable.
2. In emerald, you must complete the Hoenn dex from 1-200
3. In XD, If you complete the Mt Battle battles 1-100 (I think with the same team) You are supposed to be able to get 1 of the starters each time you win IIRC. (I may be wrong with this because there is also something about getting the johto starters with the elemental hyperbeams).

99.9% of these "cheats" you can find on random sites are false. Anyone can post a cheat on these kinds of sites, they don't have to be verified/tested first. Sorry. If it sounds too good or easy to be true, it usually is.
