That sounds like it isn't to bad a deck at all! However I still disagree with your 'lots-of-trainer not-much-energy' approach to things.
If this were my deck, and it isn't, I would make just a few small changes.
I think you may find that for the pokemon in your deck, you don't have enough electric energy. I would boost it to at least 13.
And while you're at it, take maybe a trainer or two or three or four out.
My deck would be something along the lines of........
9 Grass Energy
13 Electric energy
24 Pokemon
14 Trainers
