IV Help

Can you guys give me any tips on IV raising? I'm training a 2nd generation Dratini, and these are it's IVs (They're estimates, since it's too young to specify a certain point:
Lv 21
HP: 7
Attack: 9-12
Defense: 27-30
Sp. Attack: 10-11
Sp. Defense: 0-4
Speed: 24-28
I know some of you are against IV training, but I would like some help.

my suggestion is you go back and learn the difference between IV's and EV's, there's a guide on the main site under game mechanics. and no one is against it

Your thinking of Ev's I believe.
But what are you training it in?

There is no such thing as IV training. It's EV training you know. Your Dratini's attack IV sucks BTW. If you are trying to get a killer pokemon, try to get one with good nature and IVs (breeding) and then EV train it
