Found an article, explaining a bit more about it.

It is illegal to mod game save data and game consoles in Japan. Both are punishable by up to five years in prison and fines up to 5 million yen ($46,000).

According to the official site for Japan’s Association of Copyright for Computer Software, modding game save data and game consoles violates the country’s Unfair Competition Prevention Law. The Japanese government is expanding regulations to protect game console content.

I understand why they'd go this route. Far too many people try to find ways to cheat in games.

They bring up disturbing company services... hmm that makes me think of gamers who try to clone Pokemon, along with people who DDOS servers.

It just makes it more clear that you don't actually own software that you buy, you're just paying for permission to use it in the majority of cases. It's a shame, really, modding can bring a lot of fun.
True... But not if you use this to cheat with online games such as Pokémon (trading hacked shinies) or Fire Emblem Heroes (using enemy exclusive characters such as Green Mage Veronica, I fought two cheaters with her in the Aether Raids...)

They better not long arm of the law this like they do with clips and/or reviews of Godzilla movies despite international laws and other things like that. It could end up screwing up trade relations.

In my opinion, what is illegal is to buy a work that gives us the right to exploit it in a private setting, and to share it on the internet.
Do you agree ?
Thus, by using software, we share copyrighted works in our possession, in exchange for other works of interest to us, which is totally illegal.
So for me, sharing is seen as something illegal, but not the acquisition of a work.

Just came across this article via Techdirt.

Last year it was reported that an advisory panel for the Cultural Affairs Agency was considering the possibility of rendering the downloading of a broader range of content as a criminal offense, roughly in line with laws passed in 2012 outlawing various forms of file-sharing. This week, those plans took a significant step forward.

According to local sources, a government panel adopted the new policy on Wednesday, recommending to the Cultural Affairs Agency that current anti-downloading legislation should be expanded to cover all copyrighted content. The Agency is now expected to submit a bill to amend the Copyright Act.

Any hacks weren't detectable through gamefreak's terrible check system are probably going to be okay, so as long as they stay technically legal.

But once gen 8 is actually out, it might be harder for people to get more through the radar.

Yea wouldn't doubt it'll be harder. Keeping any I have on the older games (meaning ones I got via trade). Away from the new ones.

I think it's just in relation to downloading games and what not. Not fan art. Didn't get that vibe from it. That said, I'm no fan of how far reaching it is. And if it does get to that point, like you mentioned, that's not good.
