Japanese DVDs.. where to start, also - Prices question?

When it comes to getting a hold of the Japanese Pokémon DVDs, I'm a little lost. I have seen several DVDs floating around, of what seems to be the Johto region series. Sadly, I'm looking for the first series, in Kanto.
So what's the deal, am I dealing with:

A) Singles releases? It'd be expensive as hell to get my hands on them all, but I'm only looking for the Kanto region DVDs, so it wouldn't be so bad.
or
B) Box-set releases? This'd be more convent, but I'm having a hard time finding any place to buy singles DVDs, never mind box sets!

So where do I start guys? Any Japanese websites that sell the first series of Pokémon on DVD?

Also, if I'm looking for Japanese Pokémon DVDs (specifically Mewtwo's Counter-attack, and Revelation Lugia), am I looking at spending around £35 for each no matter what? Is there no cheaper way to get a hold of these DVD singles? I'm just having trouble justifying forking out the cash a new video game for a single DVD (that's over 10 years old)....
I'd Appreciate any help/advice that can be given. Thanks!
