Jhoto starters in Emerald

I think I know the answer...but just to be sure...

To get your Jhoto starter Pokemon you have to complete your Hoenn Poke'dex, but do you need the Pokemon that are unobtainable in Emerald such as Medicham, Roselia, Lunatone, the other Lati@s, etc?

You have always had to trade to fill your pokeDex, so why would this be any different? I have obtained all 200 on my Emerald 3 times, so I completed my Sapphire PokeDex about a year ago.

Just complete the whole Hoenn Dex...Treecko to Rayquaza...Those include the unobtainable ones like the ones you mentioned. After you complete it, talk to Birch and you can choose one of the 3 Johto starters.
