Johto starters and special moves

Im just gonna ask it in here since i think this is the only game where you can get them...how can you teach them Frenzy Plant, Blast Burn. and Hydro cannon, the main site says they can learn them...

the special ones you get from beating Mt. Battle on XD without leaving know them.

the FR/LG tutor only works for Kanto starters.
