i am just curious on how you get them because i thought it's the same concept as gitting ho-oh but there is'nt an mt battle 100 in vs mode so do i do the original mt battloe i mean the in game one??

Just complete Mt Battle start to finish WITHOUT changing Pokemon or exiting the challenge. You can save, but don't leave or switch your team. I just got my Totodile the other day. Now I have to try for the other 2

To get the elemental beam starters, you MUST go through Mt Battle without exiting (saving is OK) or you can't switch pokemon in the pc, yo must use the same team from areas 1-10 zones 1-100, if succesful, the Mt battle master will allow you to choose one, then you can do it again for the other two

Can you turn off the Gamecube after you save or is that bad?

We aren't in the days of the 8-bit games where you had to finish things all in one sitting. You shouldn't be expected to leave your Gamecube running the whole time while you try to do 100 battles non-stop.
