Do u need every single pokemon 2 get the johto staters ? Jirachi and Deoxys ?

Not those two but every other pokemon catchable in Hoenn.All 200 except for those two.

Matt the Drat
Just the Pokemon that fill up the Hoenn Dex (excluding Jirachi and Deoxys). Once you have all 200 filled up, then go see Prof. Birch, and you can pick a Johto Starter.
