How can i obtain the johto starter without restarting emerald, using a game cube, or buying a new emerald?

I really would like to get the other starters! I already have totidile but how can i get the others!!!

Well, the only way is to get them from Colosseum, XD or complete the Hoenn Dex in Emerald

Hoenn dex then talk to Profesor Birch and he will give you one
