well, there are many you can get. In emerald, you can get the Johto pokemon in the safari zone after beating the E4 or the other areas with different bikes.

there is also smergal, and meowth by trading
In LG, you can get them only after you have betten the E4 and got the national dex.

You can also get the johto starters after you compelte your hoenn dex.

Emerald: Safari Zone, Battle Fronteir (but only Smeargle and Sudowoodo, I think)
LG: Islands 4,5,6,7

These Pokemon, however, can only be reached after you beat the E4. Suicune, however, runs around in Kanto after the E4, too, but only if you chose Charmander as your starter.

I ain't gonna tell you the Pokemon there are. Just look in the main site. :/
