The preview at least confirms this isn't the lab, so it's most likely Galar.

Yeah, I doubt capture carry rules exist anymore.
They are probably applying the pokémon go logic that makes it so you have access to all the pokémon we have.

In-show you could explain that since the boys are working for researchers, rules are more flexible and they are allowed having more on hand?

But then the show is very inconsistent because just today they had Goh needing to rely on Ash's Pikachu with no line about him carrying any party member besides Grookey

No, catching more than 6 just means you can't use the ones after it. In Kanto, because the Poke Ball magically teleports to Oak's Lab, but in other regions, the ball just locks itself until you only have 6 on hand.

I agree, that Goh will likely catch both of the galar pokemon debuting in this episode. Did people easily forget how the boy literally caught all kanto bug pokemon on screen in his debut as a pokemon trainer. Moreover, there was the children lab field trip episode where he literally caught 8 pokemon on screen as well.

A theorectical explanation to this phenomena, is perhaps that Goh's pokedex is not set to transfer any new additonal 7+pokemon to the research lab, like how Ash's pokedex is programmed to transfer additional pokemon to the Oak lab.

I find it baffling though, that the writers have decided to tone down Goh's catching spree rate. Usually he would catch 3 or more pokemon per episode, but now he rarely catches two.

As for Ash, he is two catches away from reaching his 100th capture.
