Goh stopped developing the moment Raboot's problem ended up being puberty and nothing to do with him. Chloe developed into Eevee's taxi and Eevee's development is supposed to be repeated.

I wish that Eevee was Caught by Ash Ketchum earlier but why can girls only be allowed to "catch" Eevee as a whole species in Pokemon anime Universe?
No offense to Lana, Serena, May, Chloe through but I think That Eevee could be caught by Ash Ketchum.
