Yes, you will be able to befriend them, and in fact, it's the only way to get a Kecleon. However, the Kecleons are extremely powerful (level 90 if I remember correctly), so your leader must be way over that, and best if equipped with the Friend Ribbon.

Even so, it's still difficult to get them to join. I heard someone killed more than 400 Kecleons before getting one to join him.

Well, in Pokemon dungeon you actually are a pokemon, and in ranger you are a human who must protecd the nature and pokemon. So, there's a big difference
