Kinds of attacks Level 1 pokemon can do

I was wondering if a level 1 Charmander would be allowed to use Dynamic Punch, Skull Bash, Fire Blast, and Iron Tail. They were all on the list for the PASBL.

there's no such thing as a lv1 charmander, the minmum is lv 5! Where do you get you lv1 charmander from?

PASBL Pokemon know any attack they're able to learn. They're not literally at LVL 1. It's a rank they aquire (or something like that) in order to get stronger in battle
