Yes, rain dance is good. You get faster and your water attacks do 2x damage now. That moveset was pretty decent actually. You could put swagger throw some special sweeper off their game, but toxic works too.

it's not "wasting". besides, kingdra doesn't have many move options, so RD is probably the best you're gonna get.
