Lapras Moveset

I'm planning on raising a Lapras... since my Swampert hasn't been doing that great(k'oed within 1-2 turns when battling against friends. Pathetic, eh? Especially since it's a lvl 100).

Currently: lvl 45
Hydro Pump
Heal Bell
Rain Dance
Blizzard

I'd keep blizzard and hydro pump, but in my opinion, as strong as they are, they lack in accuracy, and if they miss much too often... yeah, you get the point.

Accuracy or lack thereof won't kill you InGame, but Hydro Pump and Blizzard lack PP. I prefer the set below so that I need not worry about Heal Bell as often.

Confuse Ray

Ice Beam

I'll consider that. ^^ I'm only worried about moves because right now, I don't know how many hits Lapras will be able to take.

Should I use a few pp up's on Ice Beam?

The AI switches... but very rarely. I see your point, tho'. If I could make Lapras capable of putting up an actually decent fight on its own, I could probably use that as some sort of last resort.
