I used my masterball, but a pokemon with arena trap could work. Or train a pokemon that knows sing and build up its speed, but sing could miss.

Arena Trap doesn't work, since they both possess the ability Levitate.

One of the best ways (and it's explained in that topic), is to use Wobbuffet's Shadow Tag ability, or a fast pokemon like Golbat with Mean Look.

Just train a wobuffet to level 35 or 40 and use mirror coat against them and keep on using ultra balls or so and you will catch him/her.

Only way without masterball is:
Catch Wobuffet in Safari Zone. Train him to lv 45-50.Find Latios and use many ultra balls. Latios attacks your wobuffet any time, but behind he is not have PP for attack you. He used struggle on your Wabuffet. When is Wobuffet HP low , use one Full Restore. After that use 2-3 Timer balls and Latios is your

Or one could train a Sableye instead since it's immune to the attacking moves of Lati@s.

I caught my Latios with a Premier Ball, just like I did in Ruby for Latios and in Spphire with Latias. I don't know why, but Premier Ball is the best thing for me to catch the Lati@s.

I did it!!
The way I did it without the master ball is this.

I trained Wobbuffet to lvl 43 and than found Latios. I kept throwing timer balls untill it was caught. Simple as that.
(BTW did you know that you can track Lati@s with your pokedex. And also that every time you go onto a new route or town it will move one route either up, down or side to side. If you fly Lati@s flys to another route too)
 
it is hard not with a master ball but lioke you i used a master ball on rayquaza but i kept finding it and using rock tomb with my level 87 golem and it took away alot then i kept chucking balls at it then finding it again then i would do it again and again and it eventually worked but it took forever hoped that helped

I didn't use a Wobbufett; I put it to sleep with Sleep Powder, chipped it's health away over many sightings and when it had virtually no health left I threw an Ultra Ball at it every time I saw it. I wouldn't recommend this way, though - it took AGES. ^^;
