right im on the hunt for latios and if i go into the route that latios is in will the first pokemon i encounter be latios?

Anyways, no it isn't necessarily going to be the first you see (but likely). To ensure it though, just have your lead Pokemon be lower in level than it but higher than the wild Pokemon and use Repels - that way all of the normal wild Pokemon won't appear but Latios (or Latias) will if it is in the route.
