Yes, I know how to get them. This is what I posted in another thread:

So close, yet so far
Well, you can normally obtain Latios on Ruby and Latias on Sapphire right after you defeat the Elite 4, however because you got the Eon Ticket and went to Southern island, you were able to catch Latias as well.
