I think it´s in MT.pyre, falling from the holes.
and you have 87.5% chance to hatch a male charmander, so you must believe in your luck...

You can get Lax AND Sea insense in Mt.Pyre when you fall through the right holes. Theres little luck on getting a female Charmander so count on luck for this one!

I'm not too sure, but can't you also get it in the battle frontier, I haven't checked.

True for both.

To get the Lax Insense and Sea Insense in Fire Red and Leaf Green, you have to go in Lost Cave and go in certain directions to get them.
