Leaf Green Cheated Pokemon???

My bro just got a Leaf Green Version for his B-day and its got loads of rares on it such as Celebi, Mew, Deoxys etc
They're all like lvl 8 and 12 and we're found on route 4.
Any Comments...?
And also anyone know how this has happened.

nope. Iv'e also used an action replay on my leaf green just for tm's. I saw and own legendary pokemon stated as above. All of my records and berries are messed up and gone. My money has ? symbols in it. But luckily my pokemon have not been affected by this at all. If I knew action replay would cause so many problems I wouldn't have bought it. I am now not going to use it again because it's just not worth it.

It was a used game then, I assume. The previous owner must have used a cheating device to obtain the rare Pokemon. Trade them over to another game to keep around, and then have him restart.
