Well... IMO you shouldnt use ice beam on Dragonite because since youre going to use him on lance dragons pwn dragons. although I think they only use Agility and Hyper Beam so you'll be okay.

Sceptile Leaf Blade

Nighttime Guardian
Your movesets are only halfway finished. Anyway, these are the basic rules for building a moveset:
1) The 10% Items suck, with this I mean Miracle Seed, Spell Tag, Charcoal, Mystic Water, Magnet, Silverpowder, Twistedspoon, Blackglasses, Black Belt, Hard Rock, Metal Coat, Soft Sand, Poison Barb, Dragon Fang, Silk Scarf, Sharp Beak and Nevermeltice because the power they boost is nominal.
2) Never use more than one damaging move of the same type on one pokémon because you lose versatility.
3) Never use Hyper Beam, Blast Burn, Frenzy Plant or Hydro Cannon because you can't switch in the recharge phase.
4) Never use Mega Punch. Return does more damage and is more accurate.
5) The only HM that you should use in battles is Surf. The rest of them suck

You can change the nature of Aerodactyl. Breed it with a Ditto.

Aerodactyl @ Choice Band
Trait: Rock Head
Adamant nature
-Aerial Ace
-Earthquake
-Rock Slide
-Double Edge

Dragonite @ Leftovers
Brave nature
-Substitute
-Focus Punch
-Ice Beam
-Thunderbolt

Kangaskhan @ Choice Band
Adamant nature
-Earthquake
-Return
-Rock Slide
-Shadow Ball

Blastoise @ Leftovers
Modest nature
-Surf
-Ice Beam
-Rest
-Sleep Talk

Can't think of anything for Ninetails or Nidoqueen right know.

^ Glad you went over the basic guidelines ;)

I prefer Quiet>Brave on SubPunching Dragonite, as you are only boosting Focus Punch with Brave.

And Toxic is an option over Sleep Talk on Blastoise.

It doesn't matter if you can't get those moves now, as long as you can get them. Besides, the Elite 4 is super easy anyways. You should concentrate on your movesets for the long run rather than just beating the Elite 4.

Shukaku

Lunar Origin
What Level should I train them up to? I was thinking 65 just for my Rival...

Lvl them between 55-65.

Kyri

Kyri Pwns you!!
Blastoise @Mystic Water
Trait: Torrent
Nature: Gentle
-Hydro Pump -Skull Bash
-----
-----

Hydro pump is okay, but you might want to teach it Rain Dance as well so Hydro pump will have a better accuracy.

Nidoqueen @Soft Sand
Trait: Poison Point
Nature: Brave
-EQ
-Crunch
-Body Slam
-----

Nice moveset, but you should give it leftovers.

Ninetails @Charcoal
Trait: Flash Fire
Nature: Careful
-Will-o-Wisp
-Flamethrower
-Safeguard
-----

Will-O-Wisp is rubbish. Teach it something like Iron Tail.

Kangaskhan @???
Trait: Early Bird
Nature: Lonely
-Mega Punch
-Reversal
-----
-----

Mega punch is okay, but it rarely hits, so teach it thunder.

Dragonite @Dragon Fang
Trait: Inner Focus
Nature: Quiet
-Ice Beam
-Outrage
-Thunderbolt
-----
Thunder is much better than thunderbolt, and Ice beam will be good for Lance. Teach it Dragon Claw instead of Outrage.

Aerodactyl @???
Trait: Rock Head
Nature: Naive (CANNOT change this...)
-Fly
-Take Down
-Ancientpower
-----
Give it leftovers, and teach it flamethrower. Otherwise, good movestets.
Your pokemon have okay moves, but some of them need improving.

Lol, this Kyri says Will-o-Wisp is bad, Thunder is better than Thunderbolt (in some cases it is, but normally it isn't) and to teach Thunder to Kangaskhan...

AND doesn't even have the right information.

Rain Dance doesn't raise Hydro Pump's accuracy. Please, get better at rating before you post.

Agreed, Kyri dont bother posting in RMT sections if you dont know what your talkin about.

Heres a good moveset for ninetales

Ninetales @ Leftovers
Trait: Flash Fire
Timid Nature
- Flamethrower
- Hypnosis/Substitute
- Will-o-Wisp
- Grudge/Faint Attack/Roar

aragornbird

(。◕‿‿◕。)
No, Safeguard is prety useless on most Pokemon. Having a status absorber (like a Sleep Talker or a Gutser) is much more useful than using Safeguard.

I'll tell you what I think.

Dragonite@Leftovers
Nature: Quiet (+SAtk, -Atk)
Trait: Inner Focus
- Dragon Claw/Ice Beam
- Flamethrower/Thunderbolt
- Focus Punch
- Substitute

Or

Dragonite@Leftovers
Nature: Adamant (+Atk, SAtk)
Trait: Inner Focus
- Dragon Dance
- Earthquake
- Aerial Ace
- Thunder/something
