Well... IMO you shouldnt use ice beam on Dragonite because since youre going to use him on lance dragons pwn dragons. although I think they only use Agility and Hyper Beam so you'll be okay.

Your movesets are only halfway finished. Anyway, these are the basic rules for building a moveset:
1) The 10% Items suck, with this I mean Miracle Seed, Spell Tag, Charcoal, Mystic Water, Magnet, Silverpowder, Twistedspoon, Blackglasses, Black Belt, Hard Rock, Metal Coat, Soft Sand, Poison Barb, Dragon Fang, Silk Scarf, Sharp Beak and Nevermeltice because the power they boost is nominal.
2) Never use more than one damaging move of the same type on one pokémon because you lose versatility.
3) Never use Hyper Beam, Blast Burn, Frenzy Plant or Hydro Cannon because you can't switch in the recharge phase.
4) Never use Mega Punch. Return does more damage and is more accurate.
5) The only HM that you should use in battles is Surf. The rest of them suck

You can change the nature of Aerodactyl. Breed it with a Ditto.

I prefer Quiet>Brave on SubPunching Dragonite, as you are only boosting Focus Punch with Brave.

And Toxic is an option over Sleep Talk on Blastoise.

It doesn't matter if you can't get those moves now, as long as you can get them. Besides, the Elite 4 is super easy anyways. You should concentrate on your movesets for the long run rather than just beating the Elite 4.

Lol, this Kyri says Will-o-Wisp is bad, Thunder is better than Thunderbolt (in some cases it is, but normally it isn't) and to teach Thunder to Kangaskhan...

No, Safeguard is prety useless on most Pokemon. Having a status absorber (like a Sleep Talker or a Gutser) is much more useful than using Safeguard.
