Leavanny any good for an in-game team?

I have a Snover, Sandile, and Hitmonlee.
At Lenora in Black 1, doing a randomizer.

I had a Weezing previously, but I need TMs to get him to work. Is Thunderbolt, Flamethrower, Fire Blast, or Sludge Bomb available pre-E4? Thanks.

Flamethrower and Thunderbolt are post-E4.
Sludge Bomb and Fire Blast are not, but they're all the way in Route 8 and Icirrus, which means you won't get them before reaching the 7th Gym.
